MEET CHELA
Graciela “Chela” Garcia Irlando is a mom, environmentalist, and community advocate running for the Colorado State Senate to put working families first and fight for a future worthy of the next generation.
Chela and her husband are proud to be raising their two young children in Barnum. Their lives are deeply rooted in the neighborhoods that make up the district—from school drop-offs in Baker to summer bike rides around Sloan’s Lake, Sunday morning strolls to the panadería, and community celebrations in Westwood and Sunnyside. For Chela, life in this district—its prosperity and its challenges—is not abstract; it is deeply personal.
Her decision to run is grounded in lived experience and a lifelong commitment to public service. Chela understands what it takes to deliver for Colorado families. Her story is shaped by generations of Coloradans and immigrants who instilled in Chela a belief in collective community prosperity and who have toiled their entire lives to build it.
Chela has worked in and for this community—waiting tables at small local restaurants, supporting youth programs in Westwood and North Denver, and volunteering to get more families connected to parks and nature. She has spent more than a decade leading in Colorado’s nonprofit, environmental, and civic sectors. Currently, she serves as the Executive Director of the Next 100 Coalition, and previously held leadership roles at the Hispanic Access Foundation, Latino Outdoors, and the Colorado Democratic Latino Caucus. Whether supporting youth and families, organizing community-based campaigns, or managing boardrooms, Chela’s work has always centered on justice, dignity, and service to others.
A proud two-time graduate of the University of Colorado, Chela holds a B.A. in International Affairs and Ethnic Studies and a Master’s degree in Environmental Studies with a focus on policy and planning. Her academic and professional paths reflect her lifelong dedication to building sensible, people-centered systems.
Chela is running for State Senate to fight for an affordable Colorado, our climate, and a government that works for its people. She’s ready to bring her values, experience, and vision to the Colorado State Capitol—and to help build a future where all families can thrive.

A dignified life should be within reach—where families aren’t pushed out of their neighborhoods, wages cover the bills, and everyone has access to care, food, and education without debt. I will fight for sensible, people-centered policies to build stability and safety for families and working class Coloradans.

Whether you are a parent, young professional, older adult, or newly arrived Denverite, housing matters to all of us. We all want to be able to afford to live in these communities. I will champion affordable housing for all of our residents. I will work towards real pathways to homeownership—especially for first-time buyers who have historically been shut out of the market, protections for renters to prevent displacement and homelessness, and protections for elderly neighbors from skyrocketing property taxes. Everyone deserves a safe and stable place to call home. I will work towards affordable, plentiful, and stable housing and communities.

Healthcare is a human right, not a privilege. As someone who has made major life decisions based on healthcare access, I know too well that access to healthcare drives so many decisions for people and families - whether or not to change jobs, family planning, where to give birth or have surgery, deciding whether or not to seek emergency care or call an ambulance, taking medications as prescribed not rationed, or trying to schedule specialty visits and labs before the new year. People should not be going into crippling medical debt to get the care they need. I will fight for all Coloradans to have universal healthcare to be able to live healthy, dignified lives.

Workers are the backbone of our communities. When workers can organize, wages can keep up with the rising cost of living. I will work towards strengthening unions, safer workplaces, and supporting robust small businesses to level the playing field and expand economic opportunities for working people. I will work towards building strong local economies, which depend on strong small businesses that employ local workers and keep purchasing power rooted in our communities.

Schools are the heart of families and the foundation of strong communities. As a mom, I know too well that our children’s education and schooling drives so many decisions for parents and families - where to live, commuting, work schedules, family planning, and job decisions. I believe all children, regardless of zip code, should have a high quality education, from birth to workforce. I will fight for fully funded public schools, supporting educators and fair wages, and making childcare, higher education, apprenticeships, and trade schools accessible without the burden of lifelong debt.

Violence and crime can destabilize neighborhoods and have real impacts on people and families. True public safety must take into consideration the immediate concerns within our communities while also transforming our criminal justice system to focus on prevention, reducing harm, and building family and community resilience. I will work towards immediate evidence-based solutions that create safety in our communities and go beyond solely relying on law enforcement, such as strengthening gun safety laws and mental health crisis response teams. In the long run, public safety is achieved through economic security, being able to afford to live in the communities people are rooted in, and access to essential services, healthcare, and educational opportunities.

Every person ages, and more than one in four Americans live with a disability. Building a Colorado that puts people first means ensuring dignity, respect, and opportunity for all—at every stage of life and in every circumstance. I will fight for protections against age and disability discrimination, ensuring equal access to jobs, and making sure seniors and people with disabilities have the services and supports needed to live a dignified life. From safe and affordable housing to food security and healthcare, I am committed to advocating for policies that support equal opportunity for all people to live fulfilling and connected lives with dignity, stability, and independence.

Colorado is facing increasing threats from climate change, mounting environmental challenges, and extractive industries are draining our resources and polluting our communities. We need urgent, bold solutions that safeguard our air and water, hold industries accountable, support workers, and protect ratepayers. I will work to champion a just transition away from fossil fuels, while also strengthening communities’ resilience to wildfires, floods, and extreme heat. As an environmentalist and a mom, I am committed to fighting for a livable future—one that prioritizes people over profits and creates lasting stability, health, and abundant clean air and water for generations to come.

Colorado thrives when we welcome everyone. I come from a family of immigrants—we are American, and we make this country stronger. That’s why I am committed to fighting to keep families together, ensuring access to services, and recognizing the vital contributions immigrants make to Colorado’s economy and communities. We must continue to lead with equal and just protections for immigrants and refugees. There is no such thing as a “full Denver” or a “full Colorado”—there is always room to build a more inclusive, safe, and supportive future for every Coloradan, no matter where you come from or what papers you hold.

Coloradans deserve a government that works for us—one that strengthens our communities, protects our rights, and makes sure every vote is counted at the ballot box. I will work to champion fair and accessible elections, a robust public safety net and services, and due process for every Coloradan. I will work to strengthen reproductive freedoms, access to abortion care, LGBTQ+ rights, and access to hard-earned services for veterans. I will fight to protect our data and encourage innovation that doesn't come at the expense of people, our privacy, and our dignity. I am running because I refuse to accept that our children’s future has fewer rights and freedoms than my generation and that of my elders. This is our democracy and our government — and we choose its future.
